What sort of tech level are we looking at for our characters?

I kept Whiplash's profile as generic as possible, just referencing 'pistols', 'sidearms' and 'explosives', but would we have access to cybernetics, power suits, energy shield generators, and other high-tech gizmos and mcguffins?
