Pretty sure it says "A wizard begins play with a spellbook containing all 0-level wizard spells (except those from his opposed schools, if any; see Arcane Schools) plus three 1st-level spells of his choice. [color=f26522]The wizard also selects a number of additional 1st-level spells equal to his Intelligence modifier to add to the spellbook[/color]" So:
1st level= 3 plus Int Bonus(4) first level spells so seven 1st level spells
2nd level= +2 first level spells so Nine 1st level spells at level 2
3rd and 4th level= +4 2nd or lower level spells
5th level: +2 3rd or lower level spell
