Only if they are in the area it is being cast. Miracles tend to be mass spread things like tornados, tidal waves, plague ectr. Only special conditions allow for singular casting-such as reviving a dead leader- gods can get caught in the throes of miracle if they are on the mortal plane though.

Miracles can't be cast anywhere else. Unless the caster is in their own private realm.
