"He has become slightly insane" is a bit insufficient for a derangement. How is he insane? How is that related to his powers? Why does his ability to move faster make him act in a foolish manner and not care about people? If he dislikes rejection and likes social interaction why does he act in a manner that causes rejection and leaves him out of social interaction?

Also I think his weight is a bit low for 6 foot and being fit from exercise, though that's a bit of a nitpick

In terms of triggers he doesn't match Breaker either, though you could expand to fix it. 

Also you have a friend in-universe with this power set already. IT can still work, but you need to be rather specific about how it works and make it different from this guy.

As for his appearance, an anti-hero with no disguise isn't going to be stick around in that state for long, one way or the other.(That is to say being recruited by the good or bad guys, either of which has an interest in allowing him to operate independently.)
