A dragon-shapeshifter has to survive in the modern world, avoiding the detection of a particular organization. One day, while he is particularly down on his luck, a human woman buys him a coffee (or does something else), inadvertently signaling to him that she is one of his kind. He starts looking for ways to get her alone so he can finally reunite with someone of his own kind! (Except, well, that she's not...) 

Or vice-versa. Either of us could be the dragon-shifter.
