In the game Isabel saw the Silver Shroud as a miscreant deserving punishment after mistaking the Sole Survivor's actions as hostile, and she might misread Travis's message as a confession that Diamond City is a nest of raiders who've just lost one of their number to her fully functioning and in no way mistaken 'justice droids'. This might lead to her building up for a full blown attack on the stadium, believing they need to be driven out to Nuka-World along with their fellow raiders. On the other hand, she might make a push for the Nuka-World Transit Center in order to make it more difficult for any raiders to use the monorail to re-enter the Commonwealth until she can build an army large enough to attack the park directly. [@Polaris North] The third option would be for her to listen in on Kent's Silver Shroud broadcasts and decide that Goodneighbour has a fellow defender of justice active there. She might make an attempt to try and meet up with the hero to try and form 'The New Unstoppables'. She might be a little unhappy if she finds out the Silver Shroud isn't real, unless someone tries to trick her into helping Goodneighbour instead of slaughtering everyone in the neighbourhood. This could offer Hancock another source of 'security' for his expension plans, rather than relying on the Triggermen.
