I think the context is: If someone has gender dysphoria, they should be allowed to use the restroom they identify with. 

I can see some potential problems if someone [i]claims[/i] to be gender fluid, but that's just assuming the person is dishonest. And since there is no data that supports there have been any real issues in states that have allowed such things, then I'd say it's a nonissue.
