[@CaptainSully]Oh that would be fine, I dont imagine they govern the entire city of Morvai (who cares about Lisden, right?). Just the districts closest to Eden, where all the bigwigs are located. Do we actually have a map of districts? Basically, the further you get from Eden, the less Mor-Sec presence you see.
