Not fully, but in a way, yes. Ever read the Horus heresy series detailing the events of the heresy? In mechanicum it is inferered the dragon of mars is in the nocturnus labyrinth. In theories, due to some evidence provided, the Dragon of mars is one of the remaining C'tan or star gods.
