A whimsical nation of twenty six million people, filled with great swamps, vibrant rain forests and floating islands that eclipse the sky. Magic courses through the land, a plentiful resource that it's citizens once made great use of. Yet the age of Magic has passed, with the advent of the Decretius Librarium. The ruling government of Pandora, the Librarium has outlawed the use of magic to all but it's own agents in an attempt to seize direct control of it's citizens. But you are a Wizard. Magic is who you are; it runs through your veins. Surely, you won't sit idly by and watch your world of whimsy and wonder be conquered? Of course not! The time for action is now, and there is a place for you even amidst the chaos of Pandora. Wizards across the nation have taken to the free skies, fashioning airships into Guilds. There is one Sky Guild who shines above the others, a beacon of hope and justice across Pandora. It's name is Cloud Chasers. Pioneers from Fiore, the motley crew was made up of Ishgardian diplomats and wizards. It was their hope to establish relations with the otherwise unexplored continent and foster a new alliance that would benefit both nations. The Pandoran natives lived a nomadic lifestyle. They kept to their own tribes, travelling the lands and spreading the stories of those who had come before them. Inter-tribe relations seldom occurred but for the most part they were all on decent enough terms. There was nary any time for conflict between them, as the natives often found themselves constantly battling to survive their harsh surroundings. Pandora, a land rich in luscious rainforests and magic, was also home to savage beasts that preyed upon the natives. Though they would not sit by idly. Centuries of breeding the very best warriors with generations of hunters before them had forged the Pandorans into anything but helpless prey. It was their assistance that helped the first settlers from Fiore survive the harsh wilderness. And with that, a bond between the two nations was forged. The Pandorans protected their guests. They fed them and taught them the ways of their people. In exchange, the pioneers traded materials, technology and shared the secrets of their Magic. Among the alliance, three individuals would rise above the rest and become known as legends to the people of both Pandora and Fiore. First King Nuhr, a chieftain who single handedly rallied the tribes of Pandora under one banner and established the Monarchy that would govern the land. Arcurio, who would later become known only as the Heretical Dragon King. Arcurio tamed the Dragons so that they would serve only him and his trusted Dragon Riders. Finally, was Juno, the Blessed Mother. Juno was a scholar who was able to commune with higher powers. She established the Decretius Librarium, an organization dedicated to the advancement of Pandora through both scientific and magical discovery. The Librarium was a highly respected group that worked closely with King Nuhr; housing the minds that would change the world. In X1380, Juno received an epiphany that caused her consciousness to elevate to a transcendental plane of thought. Witnesses to the event claimed they saw a white light envelop her, which then expanded and grew bright hot like a star. When the light faded, Juno and the Librarium’s Grand Archives were completely obliterated. In their stead, a large spire comprised entirely of amber. The tower stretched far above the clouds and was appropriately dubbed the Ascendant’s Spire. One summer’s night, in the year of X1437, on the first anniversary of King Nuhr’s death, a light grew in the tower. Then the ground began to shake and split apart. Piece by piece, large chunks of the continent began to rise from the planets crust and slowly orbit around the Ascendant’s Spire. Nearly two thirds of Pandora rose into the sky that faithful night, forever changing the nation. This event would go down in the history books as the Enshrined Ascent. The beasts that roamed Pandora, cut off from their ecosystems, were eradicated from the floating islands in a few short years. With them gone, and the skies protected by Dragon Riders, Pandora was finally able to flourish as a nation. King I’zaht, Nuhr’s second born son, organized his people and enlisted the assistance of able bodied men and women to form the Cleric Knights. The Students of the Librarium worked closely with the Knights to assist in the establishment of various settlements across the new continent, including the thirteen Hierarchical Realms, the re-establishment of the Grand Archives and temples dedicated to the Three Heroes. Each became a legend in their own right, some even revered as Gods. The Sisterhood of Juno was formed, a sub-set of the Librarium that wished to ascend as Juno once did. There were those who still worshipped the old Gods of Pandora and most were content with the Sisterhoods harmless worship, but there were those who saw the deification of Juno as sacrilege. All the while, Arcurio – who had artificially extended his lifespan by consuming dragon blood, was sovereign over both the Dragons and the Drakesworn; zealots among the Dragon Riders who slaughtered their faithful steeds and drank of their blood. Wizard Guilds began to sprout across the countries, but the establishment of a Magic Council was overruled by the Royalty. Instead, that role was entrusted to the Librarium. Wizards more or less served the role they had in Fiore, providing menial tasks from citizens and undertaking larger jobs with handed down by the Librarium. As tensions began to rise among the three major religious factions, the Wizards found themselves preparing for war.

The Faith Wars began in X1511, with the assassination of King I’zaht by Arcurio and his Drakesworn. Empowered by the blood of Dragons, these bloodthirsty zealots laid waste to the Capital City-State of Keter. The Dragon Riders and Cleric Knights were quick to respond, but the damage had already been done. King I’zaht had fallen, the Grand Archives was yet again reduced to rubble and the streets were caught ablaze as innocent civilians, desperate to escape the carnage, were slaughtered like lambs. The crown rallied all their allies; the Librarium, the Dragon Riders, Cleric Knights and most importantly, the Wizard Guilds. The Faith War raged on for five grueling, blood stained years, but in the end the Arcurio fell. His Drakesworn were executed, and the crown decreed that all remaining dragons be put down to prevent the further consumption of Dragon’s Blood. Most Dragon Riders were compliant to their orders and put their trusted companions to rest with a heavy heart. However there were some who fled the Librarium with their Dragons, taking refuge in the Wildlands far below the floating islands. All seemed well for but a brief moment. King Za’krou was crowned in a grand festival in the new Capital, Judea. The day of his Coronation would also be his last. Archbishop Xavier slit Za’krou’s throat in the middle of the ceremony. Xavier had conspired with the Cleric Knights, as well as a large handful of the Wizarding Guilds to wrest the throne from the Royal Family and instead place himself at the helm of Pandora. He had convinced them this would be the only course of action to ensure the prosperity of Pandora as a nation. All over the country, the King’s soldiers turned on the charges they were assigned to serve. In the span of a few days, Pandora fell under the rule of Xavier and the Librarium. The Guild’s who had not been involved in the plot were outraged by such treason, but the Librarium made short work of those who stood up against them. Additionally, they officially outlawed the congregation of wizards and dispelled all active Guilds. The practice of Magic would only be permitted to soldiers of the Librarium. The Guilds who conspired with the Libriarium to usurp the throne were also disbanded; but their members were granted prestigious positions throughout the country. Wizards were forced to sacrifice their way of life. Some willingly complied, but there were those who refused to sit idly. In particular, a young lady named Charlotte had already began to sow the seeds of rebellion.

In X1519, Charlotte Talon began a revolution that spat in the face of the Decretius Librarium. Not even twenty years of age, with nothing to her name other than a fiery spirit, Charlotte rallied the Wizards out of hiding and lifted their hopes with the promise of freedom. If they could not practice magic on Librarium land, then they would take to the skies! Boarding an airship of Charlotte’s own design, the Wizards would rise again. This time, as the first of the Sky Pirate Guilds. Charlotte annointed her Guild, Cloud Chasers. Cloud Chasers was a safe haven for Wizards, and a defiant force against the Librarium’s tyranny. They roamed the Free Skies in search of Pandora’s most oppressed and combined their efforts to relinquish the reign of the Librarium. Others would soon follow suit. In a few short years, there were countless Sky Pirate Guilds navigating Pandora’s skies. Unfortunately, there were those who used this position of freedom for their own personal gain. True to their title as pirates, not every Guild fought for the oppressed of Pandora. In fact, there were a large handful that exploited them further. Conflict arose among the Guilds, and Charlotte foresaw the ruin of everything she had tried to create. So, she took action. Gathering the very best of the best, she paved the way for an alliance that would govern all Sky Pirates under a Code. Charlotte knew she needed to preserve the lifestyle of free Pirates, lest she become a tyrant like the Librarium, but she also would not stand for Wizards taking advantage of helpless citizens. Thus, the Six Pirate Kings were formed. They acted as a Magic Council, comprised of the six strongest wizards to ever conquer the Free Skies. Charlotte held a seat with them for the next forty years of her life. She used her position to cause great change in the lives of Librarium citizens. It was her life’s mission to be a thorn in the side of the Librarium, which she succeeded in. It was her activism that spurred the establishment of the Library Hunters. Wizards recruits by the Librarium with the sole purpose of destroying any sign of Sky Pirate Guild activity. Charlotte eventually removed herself from her position, having grown too old and tired. She continued to oversee the Wizards in Cloud Chasers until the day she passed. Her legacy would inspire a new generation of young Wizards looking to fight back against the tyrants, even nearly a century after her death.

The first of the Sky Pirate Guilds. Even now, nearly one hundred and fifty years old, the Guild is still infamous for its exceptionally talented wizards and rambunctious nature. Indeed, no one quite knows how to cause a ruckus like the Chasers. Their Guild Skyship is one of older design, but still holds up nicely. It has a lot more stations that need to be manned that the more high end Skyships of the current Century. However it was Charlotte’s belief that a little hard work built character. In the Captain’s Quarters lies a portrait of their late Captain. Her spirit has lived on through the new members of the Guild. Cloud Chasers has but one purpose; to help all those in need across Pandora. The Guild has friends in many of the Hierarchical Realms that provide Intel on Librarium activity. The Guild acts accordingly, all the while fighting off the Library Hunters and enacting justice on Guilds who break the Code. It doesn’t matter who you are or where you came from; if you’re willing to fight against the Librarium then you will always have a home aboard the Cloud Chaser. The Librarium’s influence reaches across the whole country, using the guise of faith to masquerade the tyranny its citizens are subjected to. The organization was first established by Mother Juno, the legendary hero whose ascension was responsible for the prosperity of Pandora as a nation. The Librarium has continued to be a driving force in the advancement of magical technology. No one, not even the Sky Pirates, can deny that their discoveries have not benefitted the world at large. The problem lies in the means of their research. Citizens all across Pandora are overworked and underpaid, the resources they should be using to better their own livelihood instead taken by the Librarium to progress their research. Many people in Pandora, particularly in the three Capital City-States of Judea, Keter and Haven, are blissfully ignorant to the oppressive nature of the Librarium. It is the major cities where people get to live in luxury, protected by the most stalwart of Cleric Knights. The more isolated villages are the ones privy to the corruption of devious Deacons looking to exploit their people for personal gain. Within the Librarium there are three major sectors; the Cleric Knights, the soldiers who make up the bulk of the Librarium Militia. Situated in every township, village, outpost and major city. The Library Hunters, wizards who work for the Librarium who are tasked with the eradication of Sky Pirates. Finally, there are the Librarians. These scholars are elusive and secretive, but it is a well-known fact that they are the brilliant minds who advance Pandora from the shadows.
