I would say they're orcish in appearance- more like Elder Scrolls orcs than Tolkien ones though. But they arent necessarily 'orcish' in behavior- in the usual evil, comic evil, or noble/misunderstood barbarian tropes. The setting will have an analogue of straight up Tolkien-stlye nasty orcs as a totally distinct race.
