For example (since this is what it's based on) you play in a hacker group in the sequel and you actually assist the police on multiple occasions. Your not illegal people (not hacking into peoples accounts and what not) would probably be more analogous to modding communities tbh. Now, Jormungundr will possibly be doing illegal activities but the leader would still rather not take in someone that is already a liability. (Based on the source)
