There is a special ceremony where the new recruits and those that have been in training for a max of 2 years, go into the water temple at Winged Defenders Keep. There they one by one touch the waters of the Pool of Tears, if the waters turn and show an image of a dragon then they must go to the respective "temple" of the dragon that they saw and wait for further instructions. If the waters of the pool show nothing and are still, then they don't get a dragon and must try again the following year with a max for trying is 2yrs....... I will explain a bit more in game :)

Depends on the dragon, but for the most part the riders are not immune to the dragon "flaming on" :D
