I sortve hate/dont care about CSes that much. You can use it as a description section and flesh out her personal details and skills. Feel free to give as much or as little detail as you like- I really care about the IC as a place for chars to develop histories, etc.

Designing a city state and then playing character(s) in it or the ruler of it, yes. This is a hybrid character and faction RP, so the focus is going to be at the level of the individual, but you're welcome & encouraged to design factions!
