1) The wilderness is full of mutations and some..... [i]colorful[/i] factions that make it tough to hunt and capture pokemon the normal way. An organization dedicated to improving Kasparc breeds pokemon and sends them out to allied territories, although the disaster wiped out most pokemon with elemental typings as well as three stage pokemon, since they require more sustenance to live. Trainers need a lot of luck to find a pokemon in the wild. 2) The rest of the world is fine. Foreign aid groups exist but are wary due to the extreme danger present in Kasparc, as well as territory leaders squabbling over power and never being consistent in whether they want outside help or not. Xenophobia is also a fun thing. In the most polluted parts of Kasparc there is something close to what you're describing, but being a talking pokemon in a country that has fear, hatred and countless restrictions over pokemon would be no bueno
