You can spend as much Might as you want. 'Acts of Creation' is just an on-the-spot name I came up with for 'how much Might you've spent/still need to spend before you next level up'.

Start at level one, you have 0/2 Might spent to level two
Spend 1 MP on an ecosystem, you have 1/2 Might spent towards level two
Spend another 1 MP, you have spent 2/2 Might towards level 2, you are now level 2 with 0/4 Might spent towards level 3
Spend another 2 MP, you have 2/4 Might spent towards level 3
