From my reading, I took it to mean that they can naturally commune with nature and "lesser" beasts, but lack the capacity to ever talk to one another or other sapient beings. This is the pertinent quote,

I had figured that this ability was naturally inferior to real speech and that you had given them this to avoid stepping on my toes. But in any case, giving them an actual language wouldn't revoke this ability to understand animals etc.
