My dude is the god of speech and his heroes are in a holy order that's supposed to help mortals create civilizations, so my reasoning was that I'd give them speech before someone else tried to beat me to the point. I'm hording prestige so that the heroes can spend it to create technological advances etc.

The heroes are off doing stuff so they probably won't interact with the centaur for a while. But I'm going to say that Promus could just step away from Regulus and grant the centaur speech for 0 MP because that's his portfolio.
