When the need arise your partner will Digivolve from In-Training to Rookie regardless of the situation. However, Lilac is putting you all on the spot so see where her lessons should start.

Lilac is already seeing what makes you four special. You guys may think you and your partners are dysfunctional but in all actuality, you all are getting along pretty well. Typically, a Digimon in our AU is very hard to befriend, even from birth, but its obvious you all are the exception.

To make it clearer, your latent Bond with your partners are prodigious. Just like a Digidestineds should be.
