Centered around a archipelago (which used to be their home island before magical disaster sunk most of it) and the nearby coastlines, which once were the closest colonies. Said disaster left the land overly saturated with "background" magic. Mutating the survivors, twisting flora and fauna and the like. Humans brought from outside would eventually mutate if they stayed too long. While the bulk of the population would be composed of slaves, ghouls, golems and other creatures bound by magic to a ruling caste of Undead Sorcerer-Kings each ruling its own province/city state. Utterly disunited because each and every one of them is a centuries/millennia old madman with an ego the size of the moon. And since the former capital was the epicenter of the disaster that destroyed their empire, there's no clear successor to the throne with enough power and influence to truly reunify the nation. Their relations with other nations would resume to raiding for slaves and rare resources with a few of the saner lords sometimes bothering with trade and somewhat peaceful contact with other races.
