Originally the point of personal chaos is to prevent griefers that go around killing other players, especially lower level players. But then I added the bit about your dm has to accept that you would be killed so that makes murderous rampages less likely. I will think on this and come up with a solution. In short killing other players with Chaos or Creatures of Chaos (posted in provinces as quest) will reduce your Personal Chaos. We'll see if this system gets abused or not and I'll change it. It's more so meant to benefit players like Assassins who's job involves killing NPCs, it's not meant for people to go around killing all the blacksmiths of the world so no one can buy weapons and armor :P.
