J.A.R.V.I.S. certainly would have been able to do it, but a large part of the reason she kept improving P.H.I.L. was because he was largely her own design. She glanced back as Thalia landed next to her. It was time to get out of there, apparently. Had she been a few years younger, she might have jumped into the car of the recently deceased agents and used it as a battering ram, crashing into the other vehicles and bringing an entirely new meaning to vehicular homicide.
