Yes, you may move them both into acceptance. 

[@ManyThings] Consider dropping the strength and agility stats to C. Since I don't see him throwing trucks around. (There is a helpful guide on strength attributes on page one.) BUT, He's a very good and unless I can think of something later, he's accepted. Also, because his Noble phantasm to steal heads can't really be quantified, feel free to just put that as EX. Since it could be really weak or strong depending on the head.
