Another idea I had was stragglers of Grado's army attempting to reinforce the throne room/castle in general, and Voss could be part of that group. Perhaps the attempted reinforcements run into trouble, leaving Voss to forge ahead and attempt to reach the group and warn them of the need to avoid potential trouble, and continue to assist from there? Sort of a chapter 1 reinforcements type of deal.
