I'll send you a PM about a few things.  Short answer.  No, I'm limiting the size of ships and crew so everyone can start on equal footing as part of the adventure.  Long answer I'm not going to let a particular interesting plot point slip by so maybe we can work something out.

The cultures are for you guys to figure out.  I'm working on the Enclave as an empire, something could be worked.
