Literacy is mandatory, but otherwise, it depends on the Canton/Regional Council; some view 'self-defense' as a residents' duty and thus view conscription as necessary, others prefer a purely volunteer armed force, but with significant monetary incentives for volunteers. Note though that all Cantons/Regional Councils of Haven agree that Women are not to be conscripted; the Havenite Women's Protection Units are volunteer-only and are one of the most prestigious branches of the Haven Armed Forces, with a consistently high pay, training, and equipment.

NC Pilots are valued, so individual Cantons/Provinces either offer significant financial incentives to volunteer or just make it mandatory.

Either way, your PC would have heard of the more lenient regions, meaning that if he ended up in a conscription-happy place, he might regret having landed literally at the wrong area.

TL;DR: Haven is decentralized so some areas are better than others and some are worse.
