[b]Appearance:[/b] Hugo is a well-trained agent and investigator of the division, his rank gave him a stubble and some cybernetics to look the part. His height is around 5'9" and with the weight of 80kg-90kg from training. Hugo's age is still quite young but his hair has a slight color of grey, he was given cybernetics after he enlisted in fighting the rebellion which gave him a number of scars.

His attire isn't the usual trench coat and tie of a detective from some cliche police movie or TV show, instead he wears a casual dark brown denim jacket with three buttons on top unbuttoned to show a dark grey t-shirt below. He wears black jeans, he uses a pair of tan cargo pants and a lightweight ballistic vest occasionally.

[b]Personality:[/b] Hugo feels like he is the middleman between the mutants and the government, but in reality he's not. He chose to side with the government because he doesn't like the fact that most mutants would go the extra mile and become a hostile radical group, so Hugo joined to fight off the rebellion and end the havoc. However, Hugo will also be assigned to cases that aren't revolving around mutants that rebelled. Most of the time he doesn't approve the actions of the division towards the mutants that are not hostile, those actions are harsh for those who are undeserving.

Even if Hugo sides with the government, he is righteous. He believes that mutants deserves to be treated the same. That feeling doesn't go the same way to those who have rebelled, he believes that there won't be any conflict if humans are willing to be open minded and both parties can resolve in diplomacy.

[b]Background:[/b] Hugo was given birth in Colombia, he spent his childhood in a high density residential area where houses stack on other houses by the side of hills and roads. His neighborhood was full of mutants just like him and his family, he lived a happy life until the division stormed the area in search of a mutant leader from the rebellion. It was unfortunate for his friends because they were suspected to be apart of the rebellion, his family let him go and that was the last time he had seen his family.

Hugo was lost in the rural city, he became anxious and he hid his mutant abilities. Hugo didn't understand the division at first, he didn't know who they were and what they were doing. So, an agent from the division approached Hugo when he was lost, the agent wanted to help so the division gave him a ride to the nearest foster home, he spent the rest of his childhood there.

After he passed his teenage years, Hugo moved to the United States of America and became an official citizen. He then joined the police force and started as a recruit that improved overtime with the help of his powers, carefully used to not be seen by anyone. Hugo got up the ranks and was then called for a bigger role in his life, he accepted and became apart of the people that slaughtered his friends and family, he's clueless even until this day. 

Hugo's latest case was a follow-up, he is in charge of solving the disappearance of Sionis Kaminari. Sionis Kaminari was a client who provided modified equipment to the division, Hugo was in charge of securing the client but one day he awaited for his arrival but Sionis was nowhere to be seen, no clues were left either. The bad case gave Hugo a bad reputation, he's now fully committed on solving the "Disappearance of Sionis Kaminari" case by joining the division's mutant extermination squadron to find him. To him Sionis wasn't just a client, he was also a good friend. 

[b]Ability:[/b] Incognito
Incognito lets Hugo to camouflage, it makes sure of this by making him blend into the crowd. Incognito lets Hugo to change identities, this will only affect other people than himself. Hugo will be seen as another bystander by other people but Hugo won't see himself as another person, you can say it is an illusion. 

Another perk from Incognito is to be untraceable. Hugo will not leave any footprints wherever he walks when this power is active. Hugo will also not leave any fingerprints wherever he interact with objects, this will also affect any handprints and etc. Stained marks if let's say Hugo's hand was covered in blood, the blood will stick to his hand while the power is active.

The last perk from Incognito is intangibility, his connection from the world will be cut off. Intangibility will allow Hugo to phase through objects such as walls, floors, etc. This last perk will rely on his stamina, if he ran out of stamina in the middle of phasing walls, he will be suffocated to death.
