One person per class and don't know if you know much on prisma illya uses a different setup. Class cards differ from allowing a Heroic Spirit to manifest, the cards encapsulate the Heroic Spirits. In this rp, you don't have any sort of device or staff to transform, unlike the main characters of the spinoff series. As such, you just have to carry the card physically on you and choose to either close your fist around it to "Include" the servant's weapon, or shove it into your chest to "Install" their power. In addition, there will be multiple Servant Class Cards that will appear later as bosses of sorts which you may claim as your own later perhaps.
