Most plasma isn't exactly... "Hot" in the typical sense.  It's better worded as "energetic".  It's a gas that is greatly ionized.  It's "hot" in the same way that an area infused with hard radiation is considered hot.  It has little to do with actual temperature save as a most common result of that energized particle interacting with it's surrounding medium (or in our case- target)
