Well hey there, good to see a new face! I’d be happy to address your questions. 

1) There are 2 main storylines following the Wards and the Jacks (villain group), which occasionally touch and will eventually converge into a big main story involving everyone. Everyone not part of these two groups have their own individual storylines. Thus far the major events can be summed up by reading the “media” reports listed on the 0th post in the IC tab. 

2) Most tech related powers can be found by purusing the approved characters. The only tinker that isn’t listed there is the NPC Named Decoy, who specializes in communications technology and interfaces. Other examples I can think of off the top of my head are copying videogame tech, and cybernetic weapon prosthetics. 

3) Joseph is the best JoJo-wait, how did he know what I was going to say?! NOOOO!

But I’m all seriousness, Jonathan and Josuke are my favorites, not counting my OC JoJo.
