Hmmm, when I think operator ability, I think of things like....
An operator's ability to defuse high tech bombs.
An operator's ability to sense when the shits about to hit the fan.
An operator's ability to know when to zag instead of zig.
An operator's ability to sneak past security and electronic surveillance.
An operator's ability to turn a bad guy to whimpering, sniveling girlie man from just his cold icy glare.

I'm not seeing how having some type of modified weapon, or fancy electronic gadget as an ability.
