Oh of course it doesn't make it more than halfway up the ladder. :P Some subsidiary-of-a-subsidiary med-tech firm has some labs getting razed by gang members and a mid-level manager wants to keep his job, so some files get sent down the ladder until they eventually end up at a buried "security consulting" firm where we finally get away from talking heads and get some real people to go fire some real bullets and make real problems become imaginary.
