Androids are more rare a breed than people who have gone through a full-body conversion to a cyborg, as far as I have understood. And with how rare those conversions are, androids would indeed very much be toys of the upper echelons, if not currently on the secret development stages of the top-level megacorporations. Biodroids are also an option to consider, cloned bodies with a pre-programmed cyberbrain [u]attempting[/u] to make sense of it. For while cloning limbs is rather abundant, putting up an entire body could... prove less trivial a task.
