In order to practice egalitarian governing and prevent Guild monopoly over anything, each Guild will possess exactly 1 vote during The Counsel meetings, regardless of Guild size and influence. Non-Guild players may send a delegate who will possess 1 vote for every 100 non-Guild players that endorse the said delegate. 5.
