My apologies, that's workers from western [i]Russia,[/i] not "the West". And there's an oil field of some several billion barrels off the coast of Kamchatka that I was thinking they'd be based around. But if that'd still be untouched in the Precipiceverse, then a backup would be to shift them west into what's now the Sakha Republic.
