[@Isotope] As tempting as that would be there's also the matter the same lack of Stalinist deportations or even any Civil War reprisals as we would have known them wouldn't happen, there'd be other groups about and active in southern Russia. Of interesting note, to me anyways, being the Kalmyks just to the south of Volgagrad, who'd be unusual in that they're all a majority Buddhist. So Volga Germans and Russians wouldn't be the predominate interest groups in the area, hence why it's generally labeled "ungoverned" because of the overlapping interests down there.
