That's why I agreed on Cosmos' idea of having them disappear on different missions, that way it's not so simple as just sending a teacher.
That's what I was going for. It would be a situation that the teachers wouldn't be able to solve because they wouldn't have enough information about the group responsible.
The group that Cosmos mentioned can indeed be a group of witches that have as goal to strengthen the Kishin.
When it comes to the nature of the villain group I think we could do one of two things. Either we decide as part of this planning stage who the villains are (A coven of witches, a faction of particularly advance Kishin Eggs, a group of rogue Meisters/Weapons, etc), include information about it in the first post and allow anyone to create characters belonging to that group. Or we have one person take full narrative responsibility of the group, either the GM or someone collaborating with the GM, and they take control of all NPC villains and have their main character be the final boss. The former gives people a chance to contribute to both sides of the story and turns the RP into a PvP thing, while the latter means that the identity of the villains is kept a secret so both the writers and the characters find out more about them at the same time which could help to make the story more immersive.
