Hello! There really isn't much room to create a nation from scratch at this point. Your options:

1. Select one of the NPC nations on the board, and if it hasn't largely been interacted with you can adjust it's name, culture and government to your liking.
2. Pick up one of the NPC nations exactly as they are.

All you need to do to play is Post IC once and PM me 3 orders for the [b]Month of April[/b].
