But, yes. I think that's how it should be, as well. For a smaller scale example: Thor fights the Absorbing Man in his debut, then months later X player tangoes with him. Or, on a grander scale, as Master Bruce inferred, Spider-Man deals with Kingpin now, and perhaps in two years Fisk decides to make a comeback that involves pushing for territory in Gotham, thus running across the Batman in a larger arc.
