Have some challenge levels where you gave against the Flash around the city. Do some side missions where you uncover Luthor's master plan by snooping around as Lois Lane. Make the main villain Brainiac and have him bottle up Metropolis as an excuse to keep the player from flying off to the moon or whatever.
