on a note having a forum post by post with more than 8 people is actually quite easy especially with how slow casual rps tend to move after the first week. I have also dnd more than 8 people and made an rp with 13+ people, to which i do agree it is very hectic and turn time consuming unless you are stern about people talking over one another. its not as hard as you think. I have rped over 50+ npc and non npc characters in span of 2 rps at once, you may ask extremely old rpers about this that know my name.

on note > im not saying this to try to get in regardless of the limited count, im just counting in my experience. multi people post by post rp isnt as bad as you think.
