[@Chev] Sheet is shaping up well. I would say that phasing and intangibility could be skills she learned later on because those are supposed to be rather advanced speedster techniques, and she likely would have only had the standard speedster powers initially. Could also use more explanation on her vortex ability. Does she run around the target to achieve this effect or some other method? 

Lastly, the Flash would be located in Central City. 

But I like how her biography is shaping up. Let me know when the sheet is more finalized, including more expanded biography, personality, and appearance.
