[@Raika]Something like "conjuring flame" would be a basic power. Mind you, at the basic level, you'd only be able to conjure small flames at first, and you'd gradually get better at it. As for the domestic abuse question, as a rule of thumb, if the CPS would get involved, that's too dark.
