It should be noted that when the Joker said "everyone," the implication was "the nameless rabble of NPC civilians that the Joker was starting to influence into doing increasingly chaotic things," and that it would simply be a one-off post to further that story arc while Batman was doing other stuff.  Somehow it became a completely overblown battle royale and I ended up scrapping the Joker's plans altogether.
