This is how far I got today. I will finish the rest another day. The Sultan has the final decision in every Empire spanning decision, and the Dukes under him are responsible for keeping up the order in every area of the Empire. While quite feudal in nature, the fanatically religious nature of the Sultan's people make it so his word is followed through without any changes. Though the Sultan's word is final, the life of the common folk is mostly guided by the religious organizations withing the Empire. The House of the Wyvern is the religious entity which has existed in the empire since it's founding. While the Dukes make sure the state's apparatus runs like a well oiled machine, the House of the Wyvern makes sure that all inside the Empire abide by their strict religious rules, and act as a form of moral guide for everyone. They also control the peacekeeping entities within the empire, making the justice system heavily biased towards people of their faith. MILITARY: The Saqquar military has had a long tradition of mass assault doctrine, which has been effective for the past millenia. The miliatary is split into two branches: the Army and the Navy. ARMY: The army's purpose is to wage war on the ground. Saqquar has been using gunpowder weapons for several centuries now, and they have adopted their warfare accordingly. They Army uses the squads of 50 men supported by artillery pieces to move up on enemy positions, digging in and making a firing line. This gives the cannons an unobstructed view of the enemy which they use to great effect, while making their own infantry hard to hit. While not very mobile, this gives unparalelled effiency to the Saqquar army in pitched battles. A squad of 50 men can easily dig their own trenches in an hour. The common soldier is equipped with a simple tan uniform without any protection, and a Tür 39 Infantry Dragoon rifle, along with various tidbits required for marches and digging in positions. Officers also carry a simple Tür 3 pistol. Following behind the marching troopers are the 6 inch "Ejder" and 4 inch "Ejderha" field guns that fire both shrapnel and solid shells. These can be pulled by two horses, and they have considerable effect against enemy infantry and cavalry within their effective range. Heavier guns exist for sieges, but the 4 and 6 inch guns are the standard for the army during marches. The army also uses detachments of mounted cavalry. Historically Saqquar has used mounted warfrare to great effect, and they have continued this tradition in the era of gunpowder. Mounted troopers wield the same rifles as others, but they are also equipped with Tür 3 pistols and "Nefes" shrapnel grenades which they throw into enemy lines as they approach. Thought they have no extra protection, their mounts are equipped with light cuirasses that protect them from shrapnel and smaller bullets.
-Tür 39 Infantry Dragoon rifle: A simple but effective design, this muzzle loading rifle has two barrels under each other. Loaded with paper cartridges and fired by a dual trigger system, these guns can unleash twice as many shots per valley as other designs, but they also take slightly longer to reload. Deadly against enemies who think that one volley is all this rifle can muster. -Tür 3 pistol: A simple revolver holding 5 shots, this low powered pistol offers rapid firepower for officers and cavalry in close quarters. Uneffective even against unarmored targets at long range, it can penetrate thin steel cover at close ranges. -"Nefes": A simple grenade design perfected for the cavalry to deliver during their rapid advancments. A simple 1 pound device that consists of a metal tube filled with gunpowder to the brim, with a fuse sticking out of one end. Once this fuse is lighted the grenade explodes between 7 to 11 seconds, killing anyone in close vicinity and sending shrapnel flying around in a 10 meter radius. While not very effective alone, a dozen of these thrown by cavalry can thin the ranks quite quickly.
NAVY: The Saqquar navy is the dread of many sailors. They utilise a large number of corvettes that have imposing sail structures. These nippy little ships carry 2 of their dreaded 8 inch "Fırtına" howitzers on their deck on swivel mounts that allow for accurate shots at great distances. Since most ships still rely on broadside effeincy, the agility of these smaller ships allow them to outmanouver the larger ships and use only a few volleys of their destructive cannons to disable enemy vessels. There is a alrge number of these wooden vessels and they form teh backbone of the navy. Modernization is underway to convert them into steampowered vessels for greater speed and agility. The other ship type used by the navy are large galleons. These ships are equipped with powerful broadsides that can keep enemies at bay, and their teardrop hulls are reinforced with thin metal cover to stop rifles from penetrating the wood, or inciendary shrapnel from igniting the ship. It offers little protection against large calibre guns however. These ships usually stay in port for defense, or carry several howitzers on their deck to provide fire support to regions where naval superiority has been already achieved.
