Like I said, Barthen tends to do business down there too since he’s got no problems dealing with some of the shadier sides of the Frontier. Plus considering that he wants to control the market in town, it would be in his interests to make sure money flows through his hands, be it over the counter or under the table.

But even so, Lucilia could sell you some gear too. She’s not beholden to Barthen’s since she’s not a direct competitor, but she still offers goods and services aside from just tavern stuff. And unlike Barthen she has a wider array of weaponry, though they’re of questionable quality and origins. 

Also just to be clear, Underhaven is the name of a sort of underground pub/inn underneath the Frontier Town. It’s just sort of also used as a place holder name for the rest of the underground tunnels and homes, though Lucilia’s authority extends to her own place. I think I forgot to mention that.
