Characters that are heavily established in canon are not allowed, in this time-frame the only ones that spring to my mind are Maester Aemon and Bloodraven, you're welcome to play other canon characters in the timeframe. Magic isn't disallowed [i]per say[/i] but I would be especially scrutinising to any character that has access to it and would need a good explanation as to why it is necessary.
