	Superpowers are the next arms race. In a world that is fortunate enough to have amazing teams like the Avengers, the X-Men, and the Fantastic Four, there are also those who seek to do us harm. Thanks to the efforts of S.H.I.E.L.D. scientists, the top of the graduating class of 2020 at S.H.I.E.L.D.'s Sci-Tech, Operations, and Communications academies were subjected to the [color=84B4E2][b]Phase Three experiments.[/b][/color] The resulting team of super soldiers cut their teeth in a virtual reality simulated mission in the [color=84B4E2][b]Framework[/b][/color], prior to receiving training from some of the Avengers themselves. 

	The team was sent to the Latveria region of Serbia a few weeks later under secret orders from Director Fury to assassinate Prime Minister Lucia von Bardas. She and the Tinkerer had been supplying high-tech weapons to criminals all over the globe, and while the team managed to complete the mission successfully without being exposed, two of their agents were trapped inside of the [color=84B4E2][b]Quantum Realm[/b][/color] and presumed dead. There was no time to mourn as [color=84B4E2][b]HYDRA[/b][/color] came out of the shadows and into the light, with the Phase Three team under [color=84B4E2][b]Clint Barton a.k.a. Hawkeye[/b][/color] heading to Creed Financial, one of HYDRA's strongholds masquerading as a bank. There, they managed to capture the evil speedster [color=84B4E2][b]Luminous[/b][/color] and HYDRA operative [color=84B4E2][b]Baron von Strucker[/b][/color], in addition to cutting off HYDRA's financial resources and weakening the terrorist organization. 

	However, the agents then discovered an uncomfortable truth - HYDRA had funded the Phase Three experiments. They were [color=84B4E2][b]children of HYDRA.[/b][/color]

	Months later, the war between S.H.I.E.L.D. and HYDRA was ongoing and those they had lost had been put to rest. Agent Dominika Novikova refused to give up hope that her friends in the Quantum Realm were still alive, so she sought out the aid of [color=84B4E2][b]Dr. Henry Pym[/b][/color] in order to rescue them, as his wife, [color=84B4E2][b]the Wasp[/b][/color] was trapped there as well. The pair of them stole the [color=84B4E2][b]Project Ultron[/b][/color] plans and other necessary technology from [color=84B4E2][b]Stark Industries[/b][/color]. While the operation was a success and they brought their loved ones home from the Quantum Realm, Ultron went rogue and killed Agent Novikova, beginning the [color=84B4E2][b]Age of Ultron.[/b][/color] 

	The heroes numbers had dwindled drastically and they came up with two desperate plans to stop Ultron, both which worked to varying degrees of success. Agent Niah Bautista and others traveled back in time to 1984, convincing Dr. Pym to stop his creation from activating its secondary protocol and beginning an apocalyptic assault on the world. Meanwhile in 2021, Agent Tinley Abercrombie and others waged a full on assault of Ultron's headquarters, narrowly destroying the robot but also learning that one of their own, Agent Cassandra Reed, had been replaced with a Life Model Decoy months ago. The unit's designation was [b][color=84B4E2]Virginia[/color][/b] and she had unconsciously been relaying information to Ultron, helping him to kill the agents one by one. Thankfully, the work done in 1984 resulted in a successful rescue of the stranded agents, [color=84B4E2][b]the Wasp[/b][/color], and [color=84B4E2][b]Spider-Gwen[/b][/color] from the [color=84B4E2][b]Quantum Realm[/b][/color] and the aversion of the apocalyptic future. 

	After the events of [b][color=84B4E2]House of M[/color][/b], the Secret Warriors had a relaxing Christmas at the Hub, with a guest appearance by [color=84B4E2][b]Deadpool![/b][/color] 

	Valentine's Day brought tragedy to the world. A mysterious epidemic that only afflicted mutants, called [b][color=84B4E2]M-Pox[/color][/b] had reared its ugly head. S.H.I.E.L.D. scientists discovered that the disease was linked to a [b][color=84B4E2]Terrigen bomb[/color][/b] detonated by the inhuman civilization on the moon called [b][color=84B4E2]Attilan[/color][/b]. The Secret Warriors went on a diplomatic mission to attempt to convince [b][color=84B4E2]Queen Medusa[/color][/b] to destroy the Terrigen Mists. They learned that [b][color=84B4E2]Thanos and the Black Order[/color][/b] had killed most of Attilan's residents and the bomb had been an attempt to give all the inhumans down on the surface a fighting chance. Thanos was searching for his long lost son, [b][color=84B4E2]Thane[/color][/b], fearful of a prophecy that either he must kill Thane or Thane would kill him. He had sent his Black Order to raze planets if they refused to give him a tribute of the heads of all younglings between ages 26 and 30. 

	The Secret Warriors squared off against the Black Order in Cardiff, believing that criminal [b][color=84B4E2]Thane di Angelo[/color][/b] was the son of Thanos the Black Order was looking for. In this first skirmish, Raynor Baldursen was killed - only to be revealed as a [b][color=84B4E2]Skrull[/color][/b]. Not too long afterwards, the agents returned to California, di Angelo in tow. [b][color=84B4E2]Dalisy Bautista[/color][/b] attacked the group in an attempt to liberate her sister Niah as the agents realized that [b][color=84B4E2]Oliver Sulivan[/color][/b] was the son of Thanos. He and Di Angelo had been mistakenly swapped at the hospital. With Thanos raining hellfire down on [b][color=84B4E2]Cardiff[/color][/b] and destroying the city, the Secret Warriors challenged him to a fight on the moon to settle this. [b][color=84B4E2]Flying raptors[/color][/b] were involved.

	In mid May of the same year, [b][color=84B4E2]Acting Director Maria Hill[/color][/b] introduced Hill's Laws, a set of reforms that restricted the activities of superheroes. These policies required [b][color=84B4E2]registration[/color][/b] with SHIELD, [b][color=84B4E2]supervised training[/color][/b], [b][color=84B4E2]SHIELD supervision[/color][/b], and that all heroes had to be at least [b][color=84B4E2]18 years old[/color][/b]. The Secret Warriors were tasked with bringing in [b][color=84B4E2]Captain America[/color][/b], as he refused to support Hill's initiative. Not everyone pursued Captain America however - [b][color=84B4E2]Sparky[/color][/b] sought aid from [b][color=84B4E2]Doctor Strange[/color][/b] to find her missing boyfriend, resulting in a magical adventure across space to [b][color=84B4E2]Breidablik[/color][/b], the gleaming hall of Baldur. There, she and Agent Amelia Baptiste found Raynor, discovering that he had nearly been killed by skrulls - and that their other companion, "Agent Maria Novikova", was an evil shapeshifter impersonating their friend! 

	Meanwhile on Earth, Oliver and Niah traveled to Cardiff, battling the [b][color=84B4E2]Demon Bear[/color][/b] that had infested St. David's Hospital. While Niah tragically lost her leg, Kree ex-pat [b][color=84B4E2]Mar-Vell[/color][/b] saved the life of Oliver's mother, giving her a transfusion of her own blood. And back in New York, the remaining members of the Secret Warriors had split into two factions, led by Captain America and Iron Man, and they traveled to Ellis Island where the superhuman [b][color=84B4E2]Civil War[/color][/b] came to its violent conclusion - the [b][color=84B4E2]Skrulls[/color][/b] had been behind it all! 

	The Secret Warriors and surviving Avengers, as well as some other allies, retreated to the safety of Hawkeye's farm house. There, they came up with a plan to defeat the Skrulls without drawing too much attention from the Kree by setting a pack of flerkens loose at the UN Geneva Convention, allowing them to overthrow [b][color=84B4E2]Skrull Empress Veranke[/color][/b] and install the peaceful [b][color=84B4E2]Princess Anelle[/color][/b] on the throne. (Of course, [b][color=84B4E2]Agent Maria Novikova[/color][/b] accidentally killed the Empress, but not all plans can work flawlessly...) [b][color=84B4E2]President Alexander Jakobsen[/color][/b] suggested that the Earth could serve as a basis for Skrull-Kree peace talks, perhaps allowing for peace in a warring galaxy. 

	Then, the Secret Warriors had their final mission - they were tasked with investigating a prison break, where two high profile prisoners of the Raft had escaped: [b][color=84B4E2]Luminous[/color][/b] and [b][color=84B4E2]Doctor Doom[/color][/b]. They had escaped due to the appearance of a mysterious rift in space time [i](unknown to the Secret Warriors, this was created by the actions of [b][color=84B4E2]Forseti[/color][/b] in [b][color=84B4E2]X-Men: Cosmic Crusades[/color][/b] as he passed judgment on unworthy universes!).[/i] While our heroes were only meant to look at scene, they ended up getting sucked on through the rift themselves, ending up in the dystopian universe of [b][color=84B4E2]Earth-257[/color][/b].

	They were soon captured by the intelligence organization [b][color=84B4E2]SWORD[/color][/b] in [b][color=84B4E2]the Iron[/color][/b], an authoritarian country that resulted after a superhuman civil war some decades prior. They narrowly escaped thanks to the help of a Genoshan operative, a variant of Folly Valeska, who saw them to the free, vigilante country of [b][color=84B4E2]the Blue[/color][/b]. There, they had temporary shelter with Genoshan ex-pats Mystique, Destiny, Rogue, and Gambit - only to be ambushed by [b][color=84B4E2]the Avengers[/color][/b]! The Secret Warriors barely won the battle, before being teleported away to the mutant paradise of Genosha. Developing psychic issues, where people suddenly remembered their lives on Earth-257 and not on Earth-666, were addressed in psychic surgeries overseen by Professor X. 

	Manifold then escorted them to the United Kingdom, where they battled a demon summoned hastily by Doom and Luminous! Pursuing them further, they made it to [b][color=84B4E2]New Asgard[/color][/b], where [b][color=84B4E2]Raynor Baldursen[/color][/b] was forced to confront his dark past. Doom and Luminous attacked the palace, and in the process, Doom killed both [b][color=84B4E2]Queen Sif, All-Mother of New Asgard[/color][/b] and his partner-in-crime in his attempt to kill [b][color=84B4E2]Sylvie Lushton[/color][/b], reincarnation of the Enchantress and Nexus Being of Earth-257 to steal her powers. He was stopped when Bonnie turned him into stone with her [i]aegis[/i].

	Our story begins after the fall of O.M.E.N., a brutal branch of the United States government that could not tell the difference between dangerous criminals and an innocent child. With O.M.E.N. gone, S.H.I.E.L.D. has seen its budget and resources soar to levels that they had not had since Howard Stark and Peggy Carter founded the agency. Yet they have also inherited a number of threats and situations that O.M.E.N. had been monitoring, spreading Fury's force thin. Reserve agents are being called in for active duty and agents who had applied for retirement are being asked to reconsider. 

	At S.H.I.E.L.D. Academy, the very best of the graduating class of cadets have been asked to participate in a unique study. In order to combat the ever changing threats of this new world, we need to adapt. S.H.I.E.L.D. scientists are interested in creating a team of super agents, balanced perfectly with the relevant skill sets, that might be able to make a difference in this world. Their process has been adapt in identifying latent X-genes, as well as inhuman DNA markers. And in the case that the subject has neither, scientists are experimenting with the application of radiation to induce powers. 

	And while the formation of this team brings hope for the future - a warm light for all of mankind to share - it casts shadows. In those shadows, there are whispers of an old foe returning from the brink of extinction.

	It has been two months since the team, under the leadership of Clint Barton and Tinley Abercrombie, took down the HYDRA held bank, Creed Financial. The loss of that capital has crippled HYDRA, forcing the fascist organization to seek out new allies. Latest intelligence indicates that HYDRA leadership has relocated to Germany and are planning an imminent strike against S.H.I.E.L.D. with a yet to be revealed new ally. 

	However, HYDRA is the least of the team's problems now. Two of their own, Agents Theresa Sparks and Raynor Blake, have been trapped in the Quantum Realm all of this time. There has been no sign of them still being alive, but Sci-Tech graduate Agent Dominika Novikova still holds out hope that they can be rescued. Inspired by a vision she had seen during the fight against Luminous at Creed Financial, she has been visiting renowned scientist Dr. Hank Pym, hoping that the long neglected Ultron project may be the key to bringing Sparky and Raynor home.

	In an unpredictable and chaotic world, we seek to control that which we do not understand; to grant ourselves immortality through preserving the past; to find ourselves. But there is a noble calling that only the bravest and the kindest rise to answer - to protect those who cannot defend themselves. These individuals have chosen to be humanity's first line of defense against whoever may wish to do us harm, sacrificing their lives so that way we can live to see another sunrise. 

	They have chosen to be a shield. 

	Following the incident with Ultron and the unauthorized assassination of Von Bardas in Serbia, Director Fury was removed from his position by the President of the United States. It was one of his last acts of the term, with Alexander Jakobsen being inaugurated in late January 2021. His replacement had been groomed for the position for ages - Agent Maria Hill. Fury had given her some parting advice - that she would need to command the respect of not just the agents, but also the world in order to be effective as S.H.I.E.L.D's director.

	Her first challenge? Thanos, has been searching for his inhuman son, Thane. Fearing that Thane will grow more powerful than him and kill him before he can complete his sacred work, Thanos and the Black Order have been razing planets, demanding a tribute of the heads of younglings between the ages of sixteen and twenty-two (the estimated age of his lost son) or the annihilation of its inhabitants. His search has led him to Earth. 

	The inhuman king Black Bolt discovered Thanos' plans went beyond galactic conquest, and in an effort to protect his people from the Mad Titan, he has detonated a Terrigen Bomb, flooding the Earth's atmosphere with the Terrigen Mists. This would cause any being on Earth with inhuman genetics to undergo Terringenesis and emerge with fantastic abilities, giving them a fighting chance to defend themselves. Unfortunately, the Terrigen Mists were impure and have proven fatal to mutants, with mutants across the country coming down with the terrible disease M-Pox.

	To this end, Maria Hill has updated the protocols regarding super powered heroes. S.H.I.E.L.D.'s policy previously had been to monitor from a distance, more or less allowing groups like the Avengers, the Fantastic Four, and the X-Men to do their own thing - a policy of benign neglect. Perhaps as a logical extension to the nearly passed Mutant Registration Act, Maria Hill has introduced the following reforms, called Hill's Laws (a misnomer as they were not, in fact, voted in by members of Congress):

[*]Any individual using their powers, enhanced technology, or anything else that would qualify them to be a superhero must register as an active hero with S.H.I.E.L.D. This includes the revelation of their secret identity. 
[*]An individual wishing to fight crime as a superhero must be at least 18 years old.
[*]All superheroes are required to receive training from either S.H.I.E.L.D. or one of three pre-approved groups (the X-Men, the Fantastic Four, and the Avengers).
[*]There will be a S.H.I.E.L.D. task force dedicated to supporting and aiding these heroes, but also to deal with any issues that may arise.[/list]
	Maria Hill has tasked the Secret Warriors with enforcing these reforms with someone who she hopes will serve as an example: Captain America. The notion is that if the patriotic leader of the Avengers becomes the poster child of Hill's Laws, then the other superhero teams and individual crimefighters will follow suit.

	Galactus consumed Tarnax IV, the home world of the Skrulls. The Skrulls are an alien race of shapeshifters, mortal enemies of the Kree. They have decided to recreate their lost world on Earth due to its strategic position - wormholes are easily opened and created in the Milky Way System, a fact that Asgard has exploited for travel to Midgard for thousands of years. The Skrulls have infiltrated every government, every superhero team, and no one knows what happens to those they have replaced. They replaced Iron Man and several key Avengers, bringing about a superhuman Civil War that left Earth's heroes more divided than ever before.
