Does a human need to have access to the CORE to gain magical abilities or can it be untrained/innate? 

I am thinking of playing a conman (or woman, not sure yet) who uses a combo of wind arcane magic and anima magic to swindle people. Those are kind of high up on your power scale for magic so I would probably give them some kind of mental block, for example freezes up at the threat of violence or can only use the power when angry or something like that.
