[@Ithradine] So have the Phantom Fleet fought in skirmishes with the Fleet of Fog already, then? I'd assume so when you mentioned a possible reason for joining would be having fought them and giving in.

I'm probably not going to go with that route (or maybe I am, pree conflicted on how to construct the BG rn) but it's nice info to have.
